when i walk around the pretty damaged area of my lawn there is a great number of such small white insects (i presume) that seem to be flying around. does anyone know what this is? the tall fescue lawn has been preforming badly w/ alot of dead patches, that only leaves clumps of tall fescue here and there. thanks for any input.

You either have a disease or insects. I would first assume the white things are good for the lawn. 90% of all insect species are beneficial, so just because you see them in the poor performing area might mean they are there to take care of whatever problem you are having. Can’t tell from here.
If is is a disease, there is an organic cure that seems to be universal. Corn meal applied at 20 pounds per 1,000 square feet seems to work on all turf diseases. If it works you will see results in 3 weeks. If not, that puts you 3 more weeks behind for the insects. A good organic remedy for turf bugs is beneficial nematodes. These guys impart a specific disease to many different species of turf eaters but the beneficial bugs are not bothered by the disease. You can use corn meal and beneficial nematodes the same day if you want. Put the nematodes down and water. Then the corn meal and water again.
