I live in the Chicago area and have a new lawn (5 months). We have had a lot of rain and have more mixed with sun the next 4 days. Can I overseed with a slit seeder with wet soil or do I need to wait until the soil dries up a little?

I would wait for drier soil. Not dried out totally, but not sopping wet either.

oh and thanks for the rain.... I am in southern NJ and got 2.4" in the last three days. we needed it bad. Now I am spraying everything I can before the heat kicks in again.
