When is the best time to overseed my established lawn with winter rye? Also Should i use manure, or topsoil?

You can over seed now……even though the weather is hot….you want to get the rye established before cold nights set in. Manure is ok, and provides the new seed with fertilizer for the first 2 or 3 weeks.
