I just tilled a small area. All the tips say to remove debris. Does that include the enormous amount of small roots(about 1/4 – 1/8 inch) I have sticking out? Does the site have to be perfect? Im planting Zenith zoysia.

I’m not sure why you would be told to remove organic matter. Most people pay to bring it in.
Leave it and flatten the area as best you can. You might drag a chain link fence around on it to level it.
