I live in northern Ca where the weather is hot and dry and water is scarce. Which would be better zoyzia or bermuda. Soil is of poor quality. I tried planting zoyzia plugs a few years ago but they never took off.

Have you considered Zoysia sod? Zoysia is much more tolerant to your conditions!
